Cocoa was originally called Indian River City, but In October of 1895 the town of "Cocoa" was incorporated. The restored historic downtown is bordered by the Indian River and still has many older and original buildings. The downtown is a mix of many different businesses, highlighted by the great restaurants, specialty stores, antique and art galleries, as well as the Cocoa Village Playhouse. You can stoll along the river as well as take the kids to the playground. Walking down the quaint alleys and streets will give you a window into what costal Florida was like long ago and before the space program and Mickey.
Cocoa Village has live jazz every Friday during lunch and various events throughout the year: craft shows, a fantastic fireworks show over the river on the 4th, and a huge Mardi Gras celebration. It is a great place to shop, eat, and be merry.

The Brevard Zoo is one of the unique gems of the area and a must see. It's a small but very clean and attractive place to spend an afternoon with the family or just to take a leisurely stroll. The highlight of your trip will undoubtedly be the world class Giraffe exhibit, where you can get a great up close view as well as feed these gentle animals.
The zoo was a true community project that came to fruition when it opened its doors in 1994, and has been a source of community pride since its creation. Over 16,000 people joined together to help build the zoo back in 1992.
The zoo has five separate and distinct exhibit areas, as well a train ride around Australia and Africa.

alligators, otters, bald eagles... as well as kayaking in the Florida Wetlands

This interactive area is getting a complete makeover and should be done in the winter of 2009.

Prices to visit the zoo are reasonable: $11.50 for adults, $8.50 for children 2-12, and free for children under two. You can become a member of the zoo and for $75 get a family membership for the year. (unlimited admission).

The Village of Melbourne was officially created in 1888, although it was know as "Melbourne" eight years earlier, when the area needed to establish a post office. The first postmaster, Cornthwaite John Hector, spent most of his life in Melbourne, Australia and it appears that the name finally was decided by the drawing of straws.
Until 1893, when the railroad arrived, most of the commerce in the area was done by boat, but after the arrival of the railroad, many businesses moved away from the lagoon and closer to the train depot. The town changed dramatically in 1919 when a fire destroyed a large portion of the town and in 1969 the towns of Melbourne and Eau Gallie,to the north, consolidated to become one "Melbourne". Beautification and redevelopment of the downtown area began in 1980.
Historic Downtown Melbourne:
Today, Historic Downtown Melbourne and its tree lined streets is a unique array of specialty shops, restaurants, theaters, and art and antique galleries. It's a great place to spend a day dining and shopping - real and window. On the second Friday of every month, the downtown area has "Friday Fest" a Family Street Party from 6 to 10pm. There are arts and craft vendors, live music, and great food as well as beer and wine.
Downtown Melbourne is also home to the Henegar Center For the Arts. A community theater whose centerpiece is a 493 seat theater designed by a Tony Award winning set designer.

Recent History For Home Values In Brevard County FL, "Florida's Space Coast": The median home price in Brevard County, like almost everywhere else, has declined since its highs in 2005. It had to - from 2003 to 2005, the median single-family home price shot up 72%* in two years. That was "silly appreciation" and was one of the highest in the country. This was way ahead of what the "normal" appreciation would have been, and should have been. It was fueled by a lot of speculation, new construction, cheap money, and the overall hot market. It did create quite a problem though. For first-time homebuyers, and many already living in the area, saw that they had been priced out of the market. In addition, Florida's "unique" property tax caps functionally kept people already living in Florida from moving up or downsizing. If they moved to a new home, their property taxes would have increased dramatically. The obvious result was too few buyers and too many homes for sale. On January 29th 2008, the property tax issue was somewhat relived by a referendum vote, although more needs to be done. The change will allow a significant number of Florida residents to move up from that starter home or downsize. This has generated a new pool of buyers that have been basically "trapped" in their homes for the past few years.
At the end of 2007, we were still about 15%* ahead of the median price of 2004, but after the first half of 2008, the median home price is down 14.5%** from the median price of 2007. That puts home prices right now slightly below 2004 levels. One caveat for those still on the sidelines - by the time you realize that the bottom has been reached, you are already too late, and things are on the upswing. Right now presents a great buying opportunity for those looking to get into the market. With interests rates still at historic lows, now just might be the time. There are many financing programs available to ALL military personnel moving into and around Brevard County: VA loans and the Florida Heroes program to name a few.
There are still many homes on the market (but inventory has been shrinking), which allows, you as the buyer, to find the right home for you, at a good price.
If you are selling a home, and, it is priced correctly, IT WILL SELL. I have done this many times in this buyers market. Pricing, strong marketing, and excellent condition of your home are the keys to accomplishing this. Understand that you are not going to get the premium prices that you could have in 2005, but if you bought your home before 2004, you probably will get more than you paid for it.

 Data from Brevard County MLS: Sold , Residential After an average of 3% declines in median home values per quarter in 2007 and an 8% decline in the first quarter for 2008 things appear to be settling down. The median home price from the end of the 1st quarter of 2008 to the end of the 2nd quarter fell only 1.7%. This is reflected with moderate demand and a declining inventory of homes on the market. We may be starting to bottom out.
ABSORPTION RATE is a calculated ratio that can show you the relationship between supply and demand. It is calculated by the total number of homes for sale at the end of the month divided by the total number of homes sold. The ratio represents how many months it would take to sell all the homes on the market at the current pace.

Looking at these numbers and trends, you can see that Brevard County is definitely in a "Buyers'" Market.
What does all this mean?
Now is your opportunity! - If you are buying there are plenty of deals available, but due to the referendum vote in January 2008, there is a new pool of buyers entering the market.
- If you are selling, don't listen to all the bad news. IT CAN BE DONE! You just need realistic expectations and an aggressive marketing plan.
Brevard County is great place to live, and this is just one of those inevitable cycles in the real estate market. The unemployment rate in Brevard is lower than the national average; we have a lot of high tech industries hiring in the area, plus the weather is fantastic! The market will rebound! The main gate is open 24 hours and is located on Highway A1A. Your first stop should be with your commander's support staff. If you arrive after hours or on a weekend, you may sign in at the 24 hour arrival point located in the lodging office in building 720.
All vehicles must be registered on Patrick AFB within 30 days of your arrival
Housing:
Military members with dependents who have orders to Patrick AFB or Cape Canaveral AFS, may apply for on base housing by completing form DD 1746. BAH covers rents, utilities, trash collections, and repairs. Military members are required to report to the housing office upon arrival.

Brevard County Schools:
Brevard Public Schools are top notch. They are second in the state for graduation rate and have a significant number of Grade "A" schools. Brevard Public Schools are also first in Florida in:
The percentage of student enrollments in dual enrollment courses. Performance in science research, Odyssey of the Mind, and Future Problem Solving. The number of schools in the state selected as Music Demonstration Schools.
Florida uses a grading scale to rate is schools, and that is primarily measured by the results of the FCAT test. Registration and Entrance Requirements:

- Within 30 school days of a child's initial entry to a school in the state of Florida, the principal shall require evidence of a physical examination preformed within one year prior to the date of entry - Residence Verification

You have decided to live off base. Now how are you going to finance that new home? A VA loan seems to be a logical choice... But not always.
Here are some of the advantages of a VA Loan:
- No downpayment is required
- No monthly mortgage insurance premium to pay
- There is a limitation on your closing costs
- 30 year loans with a choice of payment plans
- Traditional Fixed Payments - GPM (low initial payments slowly rising to a level payment in the sixth year) - GEM (slowly increasing payments, with the increase applied to principal - faster payoff) - Hybrid ARMs - Traditional ARMs - VA Loans are assumable
- No prepayment penalty

What can a VA loan be used for: - Purchase and existing home (house, condo, townhouse)
- To build a home
- To buy and improve a home at the same time
- To by a manufactured home and/or lot
If you have used your VA entitlement before, you can use it again; you may have some "remaining" entitlement left to use for another VA loan or if your previous VA loan has been paid off or been assumed, you can have your entitlement restored. Currently the maximum amount for a VA loan is $417,000. Costs of a VA loan:
- A funding fee must be paid by all Veterans
- The funding fee is anywhere from 1.25% up to 3.3% depending on how much you put down and how often you have used your VA entitlement. You can "roll" your VA funding fee into your loan.

Remember the VA does not make loans, they only guarantee them.
There is another great way to finance your home in Florida. Through Florida Housing, there is a program called the "Florida Heroes" program available to all active and honorably discharged veterans. This is part of the first time homebuyers program. But the "first time homebuyer" provision has been waived in Brevard County until 2010. So any veteran can qualify, even if they are not a first time homebuyer These are conventional 30 and 40 year fixed rate loans with low interest rates. You can check out the current rates here. These rates are typically lower than the rate you could get on a regular fixed rate loan. On top of that, there is downpayment and closing cost assistance up to $10,000 for lower incomes and up to $5000 for moderate incomes.
There are income limits to qualify for the program. The purchase price limit for the entire program is $320,375. Income limits to qualify for the program: Brevard County: 1 to 2 members in household $68,760 3 or more in household $80,220
In addition, to qualify for up to $10,000 closing and down payment assistance, there are income limits based on the number of people in the household. The $10,000 is a 0% percent non amortizing second loan that you pay off when you sell the home:

If you don't qualify for the up to $10,000, there is the up to $5,000 in closing cost and downpayment assistance available in a amortizing second mortgage at 5%.
